Information for Authors

Authors who are looking to submit a manuscript to a PELS-sponsored publication should review the items highlighted below.  For journal-specific submission guidelines, please refer to each journal’s information section.

AI Policy

With the rapid development of AI technology, both authors and reviewers should be aware of the following policies:

Authors: “The use of content generated by artificial intelligence (AI) in an article (including but not limited to text, figures, images, and code) shall be disclosed in the acknowledgments section of any article submitted to an IEEE publication. The AI system used shall be identified, and specific sections of the article that use AI-generated content shall be identified and accompanied by a brief explanation regarding the level at which the AI system was used to generate the content. The use of AI systems for editing and grammar enhancement is common practice and, as such, is generally outside the intent of the above policy. In this case, disclosure as noted above is recommended.” (IEEE Publication Services and Products Board Operations Manual, Section 8.2.1.B.10)

Reviewers: “Information or content contained in or about a manuscript under review shall not be processed through a public platform (directly or indirectly) for AI generation of text for a review. Doing so is considered a breach of confidentiality because AI systems generally learn from any input.” (IEEE Publication Services and Products Board Operations Manual, Section 8.2.1.C.6)

Authors should use the correct template for the corresponding publication by using the IEEE Template Selector and pay particular attention to documenting their work in relation to the known literature. All IEEE authors are expected to adhere to IEEE’s publishing ethics, including the definition of authorshipappropriate citation of sourcesaccurate reporting of data, and publishing of original research. Articles submitted for publication should be original and not under consideration elsewhere.

The articles in PELS journals are peer-reviewed in accordance with the requirements outlined in the IEEE PSPB Operations Manual (sections 8.2.1.C & 8.2.2.A). Each published article is reviewed by a minimum of two independent reviewers using a single-blind peer-review process (the reviewers know the authors’ identities but the authors do not know the reviewers’ identities). Articles are screened for plagiarism before acceptance.

The PELS Publications Operations Manual describes the governance model, editorial structure, and operational procedures for publications that PELS is a sole or principal sponsor of and provides substantial administrative support for their operations.
