All submissions should use the correct template from IEEE’s Template Selector and be in a double-column format. Authors should pay particular attention to documenting their work in relation to known literature.

Open Access (OA): JESTPE is a hybrid journal, allowing either traditional or OA manuscript submission. If the authors choose to have their manuscript be an OA article upon submission, they commit to pay the discounted USD 2,800 OA fee if accepted for publication to enable unrestricted public access. Any other charges (such as overlength page charges, charge for the use of color in print format, etc.) will be billed separately once the manuscript formatting is complete but before publication. No OA payment is required for traditional submissions.

Page Charges: Papers can be up to ten pages in length. Papers over ten pages are subject to an overlength page charge of USD 200 per page. After the final paper is submitted, an estimate of the final paper’s length will be made, and the authors will be notified of the potential excess page charges. Authors must commit to paying this before the paper is sent for publication. Page charges will be assessed when IEEE sends “galley proofs” to the corresponding author for final editing. Additional support may be available from IEEE’s Low and Lower-Middle Income Country Discount Program or by being a member of one of IEEE’s Institutional Partners.

Review Process: Articles are peer-reviewed in accordance with the requirements in the IEEE PSPB Operations Manual (sections 8.2.1.C and 8.2.2.A). Each published article is reviewed by a minimum of two independent reviewers using a single-blind peer-review process, where the identities of the reviewers are not known to the authors, but the reviewers know the identities of the authors. Articles are screened for plagiarism before acceptance.
